
Mr. Lundquist is a Director of Economic Consulting with Aperture (formerly QSI Consulting, Inc.). He brings to Aperture over three decades of experience in the regulation, policy, and economics of network industries, with a focus on telecommunications. Mr. Lundquist has participated in hundreds of contested state-level and federal regulatory proceedings, providing litigation support, strategic advice, and preparing expert testimony and reports. He served as an expert witness in over 35 of those proceedings, before 20 state public utility commissions (PUCs). Mr. Lundquist has expertise in virtually all areas of telecommunications regulation and policy, including service quality, cost modeling and pricing, network interconnection, implementation of competition policies, incentive regulation, and deployment of broadband internet access services.
Mr. Lundquist's clients include state attorneys general and consumer advocates, public utility commission (PUC) staff, competitive services providers, and the U.S. General Services Administration (GSA). For over a decade he has advised GSA and its client Federal Executive Agencies on the thousands of taxes, fees, and surcharges that telecom vendors seek to assess under their federal contracts. Mr. Lundquist also has co-authored a series of white papers for GSA that evaluate technology and market trends impacting next-generation enterprise services (e.g., SD-WAN, SASE, ZTA, and generative AI)
